Sustainable Development as a Gateway to Enhancing Public Revenues in Iraq: A Vision for a More Stable Economy

Prof. Dr. Haider Ali Al-Dulaimi College of Administrative Sciences – Al-Mustaqbal University The world is witnessing a rapid shift toward adopting the principles of sustainable development as a strategic pathway to achieving economic growth and financial stability. Sustainable development is no longer limited to environmental protection or the efficient use of natural resources; rather, it has evolved into a comprehensive approach aimed at building a strong and balanced economy capable of creating employment opportunities, improving living standards, and generating sustainable public revenues. In Iraq, this approach is particularly significant given the country's continued dependence on oil revenues, which leaves public finances highly vulnerable to fluctuations in global oil prices. Consequently, sustainable development represents the most effective pathway toward diversifying the national economy, increasing public revenues, and strengthening the government's capacity to finance development projects while ensuring long-term economic stability. Numerous international studies and reports emphasize that economic diversification and the strengthening of non-oil sectors are among the highest priorities for achieving fiscal sustainability in Iraq. Sustainable development contributes to increasing public revenues by stimulating productive sectors, particularly agriculture, industry, tourism, services, and the digital economy. As these sectors expand, the gross domestic product grows, resulting in higher tax revenues, customs duties, and service fees. At the same time, they create employment opportunities that reduce unemployment, enhance purchasing power, and stimulate overall economic activity. Investment in sustainable infrastructure—including renewable energy projects, modern transportation networks, and digital transformation—is another key driver of economic growth. A stable investment climate, supported by transparent regulations and advanced infrastructure, encourages both domestic and foreign investment, leading to increased production, higher income levels, and greater public revenues. Furthermore, strengthening the principles of good governance, transparency, and anti-corruption measures constitutes a fundamental pillar of sustainable development. Efficient public financial management, effective oversight mechanisms, and the adoption of e-government systems help reduce financial waste, improve the collection of taxes and public fees, optimize the utilization of national resources, and reinforce investors' confidence in public institutions, thereby supporting sustainable public finances. Investment in human capital is equally essential. Developing people through quality education, professional training, and continuous skills development forms the foundation of every modern economy. Iraqi universities, particularly Al-Mustaqbal University, play a pivotal role in preparing highly qualified scientific and administrative professionals capable of leading economic transformation. They also contribute through applied research that offers practical solutions to economic challenges while promoting innovation and entrepreneurship among young people. Within this context, the College of Administrative Sciences plays a significant role in preparing future administrative and economic leaders capable of designing financial and administrative policies that support sustainable development, managing public resources efficiently, improving the business environment, and strengthening partnerships between the public and private sectors. These efforts contribute directly to economic diversification and the enhancement of public revenues. This vision aligns closely with the United Nations Sustainable Development Goals, particularly Goal 8 (Decent Work and Economic Growth), Goal 9 (Industry, Innovation, and Infrastructure), and Goal 16 (Peace, Justice, and Strong Institutions). It is also consistent with the strategic priorities of the Government of Iraq and the United Nations Sustainable Development Cooperation Framework for Iraq (2025–2029), which identifies economic diversification, good governance, and sustainability as central pillars of national development. Increasing public revenues should not depend solely on rising oil prices. Instead, it must be based on a diversified economy capable of generating sustainable sources of income through production, investment, and innovation. Achieving this objective requires comprehensive economic and legislative reforms, modernization of the tax system, investment incentives, support for small and medium-sized enterprises, and broader adoption of advanced technologies and artificial intelligence in financial and tax administration to improve the efficiency of public resource management and maximize government revenues. In conclusion, sustainable development is not merely an economic option but a comprehensive national vision for building a more stable and prosperous Iraq. The more successfully Iraq diversifies its economy, strengthens the efficiency of its institutions, and invests in its human and natural resources, the greater its capacity to achieve fiscal stability, increase public revenues, and improve the quality of life for its citizens. Within this vision, universities—and particularly the College of Administrative Sciences at Al-Mustaqbal University—carry an important mission of providing society with innovative ideas, applied research, and highly qualified professionals who contribute to advancing sustainable development and building a stronger, more competitive national economy.
