Introduction

Al-Mustaqbal University endeavors to enhance academic openness and internationalization in higher education, while elevating the quality of its educational and research outcomes by adopting comprehensive international scholarship programs for foreign students. The University believes that scholarships serve as a strategic tool for developing students' academic and research capacities and fostering scientific and cultural exchange with prestigious global universities and institutions, thereby supporting their integration into the university community. This policy establishes a methodological framework for organizing all international scholarship operations, including eligibility criteria, nomination mechanisms, and the rights and obligations of beneficiaries, ensuring quality, equity, and transparency in alignment with institutional accreditation and academic standards

1 General Principles
• Commitment to providing equitable educational opportunities for both local and foreign students within the "Study in Iraq" program. • Enhancing international academic exchange and cultural openness. • Ensuring justice and transparency in scholarship nomination processes. • Supporting academic excellence and developing students' research and linguistic capabilities. • Utilizing scholarships to bolster the university's academic reputation on a global scale.
2 Scope of Application
This policy applies to all Al-Mustaqbal University students, including foreign students and beneficiaries of international programs encompassing academic exchange, scientific research, or international training.
3 Types of Scholarships
International scholarships include: • Full scholarships covering tuition fees and accommodation. • Short-term and long-term academic exchange programs. • Scientific research and international training grants. • Joint supervision or joint study programs.
4 International Communication and Cooperation Mechanisms
The university expands scholarship opportunities through: • Executing Memoranda of Understanding (MoUs) and cooperation agreements with prestigious international institutions. • Direct coordination with International Offices at partner universities. • Engagement in international higher education forums and conferences.
5 Nomination Terms and Criteria
Candidates must: • Be regularly enrolled in one of the university’s colleges. • Meet the minimum GPA (Academic Average) required by the donor or the agreement. • Demonstrate academic discipline and linguistic proficiency required for the program. • Pass any required interviews or specialized examinations.
6 Selection and Differentiation Mechanism
A specialized committee is formed by official decree to adopt clear criteria such as academic merit, linguistic competence, and the alignment of the student's specialization with the scholarship's objectives. Results are documented in official minutes and announced transparently via the university's official channels.
7 Rights and Obligations of Beneficiaries
• Rights: Access to academic and advisory support and academic recognition for completed studies or research. • Obligations: Adherence to the regulations of the host institution, submitting periodic progress reports, and transferring acquired expertise back to the university upon completion.
8 Monitoring and Evaluation
The university monitors beneficiaries’ academic progress and prepares periodic reports to evaluate the impact of scholarships on performance and capacity building, utilizing these results to refine future policies.
9 Review and Regulatory Alignment
This policy is effective upon its approval, provided it does not conflict with the instructions of the Ministry of Higher Education and Scientific Research. It shall be reviewed periodically to ensure alignment with international developments and the university’s strategic plan.
