Policy Clauses

1 Nomination Criteria for Scholarships
The university commits to applying ministerial laws and instructions in candidate selection according to academic and professional criteria encompassing: precise specialization, academic record, research competence, personal skills, and professional interests, in addition to any additional criteria established by the university.
2 Determining Academic Needs
Target specializations for scholarships are determined based on anticipation of labor market needs, national development requirements, and consideration of future academic, research, and technological trends.
3 Financing and Sustainability Assurance
The university commits to providing financial resources in accordance with ministerial and university regulations to ensure scholarship program implementation that achieves university objectives and promotes educational and research process sustainability
4 International Partnerships and Collaboration

5 Scholarship Conditions
The nominee must be Iraqi national and devoted to university employment. The nominee must have completed at least two years of university service. Unconditional academic acceptance from an accredited university recognized by the Ministry of Higher Education must be obtained. Passage of an approved English proficiency examination such as TOEFL or IELTS or equivalent. The specialization must be available in the scholarship plan and align with university needs.
6 Scholarship Procedures
The nominee submits a formal application to the Cultural Relations Department. Applications are reviewed by the Central Scholarship Committee for evaluation according to approved criteria. The application is forwarded to the University President for approval. The nominee signs a commitment to serve the university upon return for a period equivalent to double the scholarship duration.
7 Monitoring and Support During Scholarship
The university implements continuous monitoring and evaluation programs for scholarship recipients’ performance and provides the necessary academic, psychological, and administrative support to empower them to achieve educational and research objectives.
8 Evaluation and Feedback Systems
The university adopts effective systems for periodic evaluation of scholarship recipients’ performance and utilizes evaluation results to develop and enhance quality of educational and research program policies.
9 Post-Return Service Commitment
Scholarship recipients commit to serving the university upon return for a period no less than double the scholarship duration to contribute to academic program development, knowledge transfer, and service to local and national communities in accordance with university and ministerial instructions.
10 Policy Implementation and Ministerial Alignment
This policy becomes effective upon approval and is applied in accordance with laws, instructions, and regulations issued by the Ministry of Higher Education and Scientific Research. The policy undergoes periodic review to ensure update and alignment with institutional and legislative developments.
