The present era is witnessing rapid and profound transformations that have placed technology and its applications at the forefront of sustainable development priorities and the building of modern states. In light of the Iraqi government’s intensive efforts to establish the foundations of good governance and enhance the efficiency of government performance, “Axis Eleven” of the Ministerial Program concerning communications and information technology represents an ambitious roadmap for achieving a qualitative transformation in the country’s digital infrastructure.
The development of telecommunications infrastructure and the establishment of interconnected government data centers constitute a fundamental pillar for ensuring the secure and efficient hosting of national systems, databases, and government applications. Random or fragmented approaches to data management are no longer compatible with the requirements of the modern era. This necessitates a transition toward an integrated digital ecosystem characterized by flexibility, speed, and high efficiency in delivering services to citizens and institutions alike.
In this context, the launch of a comprehensive national strategy for digital transformation, in cooperation with specialized international institutions, is of paramount importance. Digital transformation is not limited to acquiring hardware or software; rather, it represents a fundamental change in the philosophy of administrative and institutional work, based on transparency, reducing bureaucracy, and eliminating duplication in procedures. The adoption of a “digital identity” and the establishment of a national framework for data governance would also provide a secure environment that ensures data interoperability, the automation of procedures, and the digital delivery of services through the use of electronic signatures.
In addition, expanding the use of government cloud computing and adopting unified national standards for systems and applications represent strategic steps toward strengthening cybersecurity and protecting the country’s digital sovereignty. These measures would also enable specialized national centers in the fields of digital transformation and artificial intelligence to perform their technical and institutional roles with greater efficiency.
The success of a comprehensive digital transformation project requires the concerted efforts of academic institutions, the public sector, and the private sector, as universities and research centers serve as essential incubators for developing human capital and the technical skills required to support these pathways. Accordingly, educational and academic institutions have a vital responsibility to keep pace with these national priorities and to direct scientific research toward supporting the objectives of digital transformation. This, in turn, can contribute to building a productive and sustainable digital economy that supports Iraq’s broader development trajectory.
