Professor Dr. Haider Ali Al-Dulaimi, Dean of the College of Administrative Sciences at Al-Mustaqbal University, participated as a member of the committee for discussing a master’s thesis at the College of Administration and Economics – Department of Financial and Banking Sciences at Al-Qadisiyah University. The thesis was submitted by the student Ihsan Dahi Hajim and entitled “The Impact of Public Revenue Fluctuations on Financial and Banking Intermediation – A Study of the Iraqi Banking Sector for the Period 2004–2024.” The study examined the nature of the relationship between fluctuations in public revenues, both oil and non-oil revenues, and indicators of financial and banking intermediation, particularly bank deposits and cash credit, while analyzing developments in the Iraqi banking sector during the study period. The study concluded that an increase in public revenues contributes to enhancing liquidity in the economy, which is reflected in increased bank deposits and the credit capacity of banks. It also highlighted the role of government spending and investment in infrastructure and economic projects in improving the economic environment and increasing demand for banking services. The results also showed that the government sector accounts for the largest share of total bank deposits, while the private sector accounts for the largest share of total cash credit. The statistical analysis confirmed the existence of a statistically significant effect of public revenues, both oil and non-oil, on both bank deposits and cash credit. The study recommended diversifying the sources of revenue and the Iraqi economy and reducing dependence on oil by supporting the industrial, agricultural, tourism, and transport sectors, as well as strengthening banking stability and protecting depositors. It also recommended developing economic and financial policies that take fluctuations in oil prices into consideration and making use of financial hedging instruments to reduce the risks associated with such fluctuations. In addition, it recommended developing credit policies in line with the needs of the local economy and increasing investment credit directed toward productive sectors, particularly agriculture, industry, and small and medium-sized enterprises. This scientific participation confirms the active academic presence of Al-Mustaqbal University and its academic competencies in discussing the research outputs of postgraduate students. It also strengthens scientific communication and the exchange of expertise among Iraqi universities, contributing to the advancement of scientific research and supporting efforts to address economic, financial, and banking issues in Iraq.
