The shift from the concept of traditional care to community empowerment represents a significant transformation in how the most vulnerable groups are supported; providing temporary aid alone is no longer sufficient to address the economic and social challenges facing individuals and families. True empowerment is grounded in providing opportunities for education, vocational training, and healthcare, as well as ensuring access to essential services—thereby enabling individuals to develop their capabilities and achieve economic and social independence. Groups requiring such support include low-income families, persons with disabilities, the elderly, and children deprived of educational opportunities, with due consideration given to the specific needs and circumstances of each group. Government institutions, educational bodies, and civil society organizations play a vital role in designing sustainable programs rooted in equity, equal opportunity, and community participation. Empowerment does not mean dispensing with direct aid; rather, it entails combining such aid with long-term solutions that address the root causes of deprivation and curb the cycle of poverty and marginalization. Building a cohesive society, therefore, requires moving beyond merely meeting immediate needs to investing in human potential; genuine development is achieved when every individual has a fair opportunity to participate, be productive, and live with dignity.
