Assistant Professor Dr. Abbas Fadhil Rasan, a faculty member in the Department of Financial and Banking Sciences at Al-Mustaqbal University, participated in a dialogue seminar entitled “U.S. Presidential Trusteeship over Iraqi Funds and Its Impact on Iraqi Political Decision-Making.” The seminar was organised by the International Association of Experts and Political Analysts – Iraq Representative Office, at the invitation of its President, Dr. Mahmoud Al-Hashimi, on Saturday, September 12, 2026, in Baghdad. The seminar addressed a number of economic and political issues related to Iraqi funds, most notably the implications of U.S. threats to impose financial and economic sanctions through the Development Fund for Iraq (DFI), and their impact on Iraqi political and economic decision-making. During his contribution, Dr. Abbas Fadhil Rasan discussed the historical background of the establishment of the Development Fund for Iraq in 2003 under United Nations resolutions. He explained the legal and economic contexts associated with protecting Iraqi oil revenues, as well as the mechanisms governing the management of Iraqi funds during the period following the political transition in Iraq. The seminar also examined the continuation of the Fund’s operations within the framework of bilateral understandings between Iraq and the United States, and their impact on Iraq’s financial and economic sovereignty. Discussions further addressed the challenges associated with managing oil resources and utilising public revenues to address debt and build a strong and diversified national economy. Contributions to the seminar highlighted the importance of developing sustainable economic policies that do not rely primarily on oil revenues, alongside establishing national reserve funds and sovereign wealth funds to invest financial surpluses. Such measures would contribute to strengthening economic stability and safeguarding the rights of Al-Mustaqbal generations. The participation of Al-Mustaqbal University’s faculty member in this seminar reflects the university’s commitment to strengthening its academic presence in dialogue and intellectual forums, enhancing the role of its teaching staff in addressing current economic and political issues, and contributing to enriching scholarly discussions on the Al-Mustaqbal of the Iraqi economy and financial sovereignty.
